Services Provided: GARF has trained advocated available 24 hours a day to provide emotional support, explore options, shelter and available resources. All services are free and confidential. GARF staff assists with filing Family Violence Protection Orders and Stalking Protection Orders. Through GARF's Children's Program, a Child Advocate is available for children who express their feelings and develop a safety plan. The shelter is available for female victims of domestic violence and sexual assault. The alternative shelter is available for all victims. The location of the shelter is confidential, and the building has a well-developed security system to increase safety. GARF has an excellent volunteer program. A free 40-hour training is offered which can lead to a Volunteer Advocate Position. Support groups are available for the following topics; Victim/Survivor of Domestic Violence, Childres Group (5-18 years old), Self-Esteem, Assertiveness Skills Training, Survivors of Sexual Trauma. GARF promotes choice. GARF advocates are supportive, allowing the victim to make the decisions. We continue services to the victim regardless of the choices made, and maintain strict confidentiality.

Ann Phillips - MS, LPC, NCC

Ann holds an undergraduate degree from Kansas State University in Psychology. Her MS in Counseling and Student Personnel was also received from Kansas State University. She is a Licensed Counselor in the State of Wyoming (LPC-1150). Ann specializes in working with women’s issues, depression and anxiety. She has an extensive background in working with victims of domestic violence as well as assertiveness and self-esteem. She also does individual therapy, bariatric assessments, and EMDR.

Tomi Barbour - MA, LPC

Tomi earned a Bachelor of Arts in Psychology from the University of Wyoming, and a Master of Arts Counseling: Clinical Mental Health from Adams State College. She is a Licensed Professional Counselor in the State of Wyoming (LPC-1570). Tomi specializes in adolescent and adult individual counseling, mindfulness, guided imagery, pain management, hypnotherapy, hypnosis, domestic violence/anger management, and has completed training as a Dynamic Eating Coach from the Institute of Eating Psychology.

Robin Voigt - MA, LMFT

Robin has a BA in Psychology and Elementary Education from the University of Sioux Falls.  She is a Licensed Marriage and Family Therapist in the State of Wyoming (WY-132).  She specializes in individual and group therapy for adults, adolescents, and children.  She practices cognitive behavioral therapy, provides couples and family counseling, and faith based counseling.


Carly Hunter - MS, PPC, NCC

Carly obtained her Bachelors Degree in Psychology from the University of Jamestown, and a Masters Degree in Marriage, Couples, and Family Counseling from Walden University. She is a  Provisional Professional Counselor (WY #1250). Carly is currently under the supervision of Ann Phillips and specializes in couples/marriage counseling, individual counseling for kids-adults, and provides a co-parenting group. Currently she offers a reduced self-pay rate for clients.

The goal of POWER is to have 100% of program participants working on a plan to achieve self-sufficiency and self-responsibility. This can be accomplished through a combination of employment, child support, and other appropriate sources. POWER is a time-limited, pay after performance program which assures that family members are working on a plan to become self-sufficient. Each family will be limited to 5 years of a combination of AFDC and POWER payments. Eligibility is determined by gross income and resources. Documentation is required for everything. *SNAP (Supplemental Nutrition Assistance Program) Food stamps. The Supplemental Nutrition Assistance Program (SNAP) provides monthly benefits that help low-income households buy the food they need for good health. For most households, SNAP funds account for only a portion of their food budgets; they must also use their own funds to buy enough food to last through the month. *Child Care, Income eligible parents can receive assistance to pay for a child's care while they are working or attending school. *Eye Care- "Give a Day' eye care provided eye exams and glasses for 4 individuals each month. This is a once in a lifetime benefit. *Burial: No Frills burial provided for the indigent, up to $500.00. *Child Protection Services: Investigate suspected cases of child abuse, usually in a cooperative effort with law enforcement. Anyone can report child abuse, and it can be done anonymously if so desired. People who are experiencing difficulty in child-rearing can request help from DFS. I'm Katelyn Rosier. I was born and raised in Gillette, WY. I am a Licensend Clinical Social Worker (LCSW) and have been licensed since 2013. I've practiced in some unique settings including outpatient cancer treatment, juvenile court system, and K-12 education. In every role I’ve occupied, I’ve had the privilege to bear witness to amazing stories of life. Outside of counseling I enjoy life along side my husband, three kids, and two wild pups! With children and adolescents, I use trauma-informed therapies and focus on emotion regulation and coping skill development. Through this I help children understand the mind-body connection and how we can use clues within our bodies to understand and regulate our emotions. Often, I see children and adolescents struggling with anger, distractibility, lack of motivation, self-harm, suicidal ideation, and impulsivity. Although I still lean on traditional counseling methods, I work with adults from a Biblical counseling framework. From this approach, we explore our struggles and help for those struggles through the wide lens of the Bible. Often, I see clients struggling with relationships, parenting, addiction, career or work related issues, symptoms of depression, anxiety, suicidal ideation or chronic medical conditions. Although the counseling framework I use with each age group is very different, my approach is the same. My favorite writer, Paul Tripp, makes this point: “You can not ask the law to do what only grace can accomplish.” Although this statement is in reference to parenting, I find it applicable to role as a mental health counselor - though we use researched methods in counseling, these, in and of themselves provide no change in the human heart. It is only through relationship, relating to one another and bearing with one another in grace, unconditional willingness to accept that person in their transparency, that the person has the freedom to change. Just grace. That’s my approach.

Campbell County Health Behavioral Health Services provides the Northeastern Wyoming community with compassionate, confidential and comprehensive treatment and counseling of behavioral disorders, mental illness and substance use treatment following detox. TAPS provides a variety of programs to survivors nationally and worldwide. Our National Military Survivor Seminar and Good Grief Camp has been held annually in Washington, D.C., over Memorial Day weekend since 1994. TAPS answered over 25,623 calls, resolved over 6,397 casework challenges, secured over $3.9 million dollars in retroactive benefits for survivors and connected military survivors with over $215 million dollars in education benefits. ABOUT US

Atlas Therapy, LLC originated in November 2017 in Gillette, Wyoming providing an array of mental/behavioral health services. We have been able to expand into Sheridan and Sundance, Wyoming since opening. Starting in 2020, Atlas Therapy, LLC was able to provide psychiatric medication services at the Gillette, Wyoming office. We at Atlas Therapy, LLC offer a variety of mental/behavioral health services, including individual, family, and group, as well as teletherapy. Our compassionate providers in Wyoming have specialized training in helping adults, children, and teens. Our staff is empathetic, dedicated, and understanding. Atlas Therapy LLC is happy to provide supervision, and other training opportunities for those interested in a variety of mental/behavioral  health careers.

Mission Statement

To provide addiction treatment of high quality and moderate price, across the spectrum of severity of illness and levels of care; and given Wyoming’s sparse population, to creatively adapt our services to meet the diverse needs of its communities.

Our setting is a comfortable and warm environment fostering recovery and a quality of life for our patients. Wyoming Recovery is not a lock-down treatment and recovery facility. We offer an open setting and encourage communication and involvement in community activities and recovery programs.

Welcome Statement

Our central location in Casper allows Wyoming Recovery to offer addiction treatment to patients from all over the United States. As a freestanding addiction treatment center, we provide affordable and tailored treatments based on our unique philosophy and recognized best practices. We offer support in all phases toward your sobriety. The staff at Wyoming Recovery is made up of committed professionals whose mission is to guide you toward and through certain steps to recovery from your addiction(s). We provide multiple levels of care, active case management, co-occurring mental health treatment and medical evaluation on site.

Our Facility

The Wyoming Recovery campus features four converted residential homes that provide a casual, homey atmosphere just one block east of Wyoming Medical Center. Residents are housed in a supervised, safe, and nurturing environment. URMR (Upper Rocky Mountain Region) is a Narcotics Anonymous Service Body committed to serving all of Wyoming and the Panhandle of Nebraska.

The Areas we serve are:
Central Basin (CB)

Western Wyoming (WW)

We meet 4 times a year on the 1st Saturday of the month and rotate traveling to the Areas, with a yearly GSR Assembly held the first Saturday of April.
